5. A reply to the Secretary of State has been sent

as regards the despatch mentioned in the last paragraph to the

effect that there is no intention at present of increasing

the staff of Inspectors, but adding that its contents will be

brought to the notice of your Committee.

6. You will no doubt now proceed with the calling of

the necessary witnesses. It will be a convenience if two

separate Reports may be submitted as indicated above, as their

ultimate destinations in the United Kingdom will of course

be separate.
